  1. DEPUTY DIRECTOR, PLANNING AND RESEARCH, TSC GRADE 5 – (1) POST

Position Summary

The Deputy Director, Planning and Research will be responsible for the development of research policies, strategies and plans; coordinating the design of research methodologies; development and management of research systems and instruments; undertaking research and promoting innovations. It will also be responsible for providing technical support in the development, monitoring and evaluation of the Commission’s Strategic Plan, formulation of relevant policies and administration of Performance Contracting.

The Deputy Director Policy Planning and Research will be answerable to the Commission Secretary for the management of Policy Planning and Research Function.

Duties and responsibilities at this level will entail: –

  1. Proposing to the Commission secretary the key priority areas for research in liaison with various service areas;
  2. Assessing the scope of research projects and ensuring they are on time and within budget.
  3. Coordinating the formulation of research and development proposals;
  4. Developing resource mobilisation proposals for sourcing of grants to support research;
  5. Providing technical support to service areas in developing research proposals;
  6. Disseminating both national and international research findings to the relevant stakeholders;
  7. Development of publications on different topical areas relevant to the organizational contributions to the body of knowledge;
  8. Publishing the research findings that have been carried out after dissemination to the relevant stakeholders in journal so as increase awareness and information on the researched issue.
  9. Reviewing and sharing TSC research and academic journals in various areas for knowledge management of the institution and enhancing development quality programmes
  10. Establishing effective mechanisms for generation of research intelligence to inform policy and domestication processes.
  11. Overseeing the provision of technical services by developing long-range plans, analysing current policy status and identifying gaps;
  12. Directing budget preparation and expenditures of the Division and recommending future funding requirements;
  13. Monitoring and evaluating the implementation of the Commission’s Strategic Plan and related programmes;

  1. DEPUTY DIRECTOR, LABOUR AND INDUSTRIAL RELATIONS, TSC GRADE 5 (1) POST

Position Summary

This position is responsible for coordinating the development and implementation of strategies, policies, procedures and programmes designed to govern the Commission’s relationship with its social partners, stakeholders and employees in matters touching on Labour and industrial relation in compliance with the prevailing Labour Laws.

It is also responsible for coordinating strategies aimed at enhancing industrial harmony in the teaching service as well as effective representation of TSC in courts of law and other contractual engagements.

Duties and Responsibilities

The Deputy Director Labour and Industrial Relations will be answerable to the Director Legal, Labour & Industrial Relations for the management of Labour Industrial and Relations.

Duties and responsibilities at this level will entail: –

  1. Coordinating the development and implementation of the labour and industrial relations strategy, geared to the execution of the Commission’s overall strategic plan;
  2. Leading in the preparation of the divisional annual work plan to facilitate the implementation of the Commission’s labour and industrial relations strategy within the set timelines while maintaining the standards of quality;
  3. Leading in the development of policies, systems and procedures that contribute to the legal framework to strengthen the provision of industrial relations services;
  4. Coordinating the implementation of the division’s budget by ensuring efficiency and effectiveness in the administration of the institution’s financial resources;
  5. Leading in the preparation, implementation and submission of the divisional Quarterly Reports;
  6. Coordinating the identification and sensitization of the staff on all labour and industrial relations risks arising from legal suits and policies and procedures executed by the Commission;
  7. Organizing and coordinating research on the best labour practices, labour instruments, conventions, labour laws in the labour market;
  8. Coordinating the provision of legal advisory services on labour and industrial relations matters, registered disputes and Management of employee discipline procedures and process;
  9. Coordinating the development of legal advisory opinions to the Commission Secretary and preparation of Board Papers on labour and industrial matters;
  10. Coordinating the Preparation of Recognition and Collective Agreements in liaison with relevant stakeholders;
  11. Developing and implementing industrial relations strategies that fosters harmonious industrial relations between the Commission and its social partners;
  12. Coordinating the drafting and submission of Parliamentary responses by different service areas of the Commission;
  13. Coordinating engagements with social partners, relevant state and non-state agencies on all matters related to industrial relations;

3. DEPUTY DIRECTOR HUMAN RESOURCE DEVELOPMENT, TSC GRADE 5 – (1) POST Position Summary

The position will be responsible for: implementing and promoting the best human

resource function which involves the development of both teachers and secretariat staff, identification of training needs, preparation and updating of skills inventory, preparation of training projections, training, general co-ordination of training activities, monitoring, and evaluation as well as assessing the impact of training for the Commission and managing the resource centre.

Requirements for Appointment

For appointment to this grade, an officer must have: –

Bachelor’s degree in social sciences, education, business administration, or a related field from a recognized institution plus a Diploma In Human Resource Management;

  1. Overseeing the development and implementation of the human resource development strategy;
  2. Overseeing the preparation of the training budget;
  3. Developing training and development policies and procedures;
  4. Overseeing the divisional and individual work plans in the division;
  5. Ensuring implementation of training programmes;
  6. Providing leadership in competency needs assessment;
  7. Developing and reviewing the competency framework for the secretariat staff;
  8. Providing leadership in the management of staff performance appraisal process in the division;
  9. Ensuring maintenance of skills inventory for secretariat staff;
